LATHAM, N.Y. -- New York State Lt. Gov. Kathleen C. Hochul (right) hands the New York State Division of Military and Naval Affairs (DMNA) colors to Maj. Gen. Anthony German (left), making him the 53rd adjutant general of the New York National Guard during achange-of-command ceremony at DMNA here on April 7, 2016.
