Strategic Plans & Policy (J5) J5 Strategic documents can be found here The mission of the J5 directorate is to assist the Joint Chief of Staff with the development and implementation of the vision, policies, plans, concepts and strategies that relate to providing ready forces for federal, state and homeland security missions. The strategic plans and policy office plays a vital role in the staffing and planning of the New York Strategic Planning Guidance. In addition to providing strategic analysis for the New York National Guard the directorate also provides data input into the Joint Combined State Strategic Plan (JCSSP) and Strategic Management System (SMS). Major Essential Task Areas Develop, promulgate and implement DMNA strategy, planning guidance, and policy related to current and future plans. Provide Joint Chief of Staff with transformational and strategic initiative plans and support. Prepare New York National Guard joint strategies plans, documents and studies. Initiate and maintain intergovernmental/interagency coordination. Advocate and interface for all new concepts and transformational policy. Joint Training & Force Development (J7) The J7 Directorate functions as staff proponent for New York National Guard joint force development, operational planning, joint doctrine, education and professional development, training exercises, readiness, and assessment. Major Functions Function as staff proponent for New York National Guard joint force development, operational planning, joint doctrine, education and professional development, training exercises, readiness, and assessment Pursues joint force development through joint doctrine, training, tactics, techniques, and procedures Responsible for joint education, training, exercises, assessments and Training Transformation with the New York National Guard Assists the Adjutant General and New York National Guard commands in the preparation of supporting plans, programs, activities, exercises, and training Oversees the New York National Guard Joint Professional Military Education (JPME) program New York State Partnership Program Mission: Advises the Joint Chief of Staff and integrates New York National Guard capabilities into the Secretary of Defense Security Cooperation Plan, Combatant Commander's Theater Security Cooperation Plan (TSCP) and the Ambassador’s Country Plan. Maintains policy and strategy for international opportunity in direct support of National Military and National Security Strategies. Develops and implements joint international programs for the New York National Guard and the Republic of South Africa.
