- Request for all Camp Smith facilities/ranges must be submitted in writing, to Range Operations, no later than 30 working days from start of training event. Six (6) months is preferable.
- No verbal request will be accepted. All verbal transactions with Range Operations personnel will not constitute confirmation for any requests of Camp Smith facilities/ranges.
- New York National Guard units have precedence for all Camp Smith facilities/ranges.
- A new Range and Facility Management Support System (RFMSS) will be on line within the coming months. Contact Range Operations for details.
- All military units must submit their request utilizing the RFMSS automated system or submit an RFMSS worksheet.
- All non-military agencies (law enforcement, government, and civilian) will submit request in memo format.
- All agencies/organizations (law enforcement, government, and civilian) not part of the New York National Guard and/or NYS Division of Military and Naval Affairs (DMNA) will be charged a usage fee for utilizing Camp Smith facilities/ranges.
- In accordance with the provisions of NGR 5-1 and ANGI 63-101, the NYS Division of Military and Naval Affairs (DMNA) is required to charge all military units, not part of the Army National Guard component, an Identifiable Incremental Cost (IIC). Payment is by Military Interdepartmental Purchase Request (MIPR). Contact Range Operations for details.
- Range Operations will forward all approved, non-military agency/organization (law enforcement, government and civilian) requests to a Camp Smith civilian representative who will initiate contact regarding administrative requirements and payment.
- Each range request must include a memo listing range Officer In Charge (OIC) and Range Safety Officer (RSO) or firearms instructor for non-military agencies. Consult Camp Smith Range & Training Regulations for details or contact Range Operations for instructions.
- Before any Units/Agencies/Organizations can utilize a range, all personnel must receive a Camp Smith Range Safety Briefing from Range Operations personnel. All personnel must understand, comply and adhere to all pertinent regulations/instructions in:

- FM 3-23.35: Combat Training with Pistols, M9 and M11.
- Rappel tower requests must include a rappel master certificate or equivalent.
- The Engagement Simulations Trainer (EST) in bldg. 105 is currently offline. Coordination for a new system is in the works. Updates will be posted.
- Submission of a written request does not guarantee or confirm a facility/range reservation. All reserved facility/range request must have written confirmation from Range Operations.
- Units/Agencies/Organizations are responsible in reviewing all written confirmations from Range Operations.
- Requestors must contact Range Operations, no later than five (5) working days after receipt of confirmation, in order to resolve any issues or conflicts. Range Operations will deem all scheduling to be acceptable, if no contact is made.
- All reserved facility/range cancellations, by any unit/agency/organization must be submitted in writing.
- Range Operations reserves the right to cancel or make changes to any confirmed facility/range reservations in order to meet the needs of Camp Smith and/or any New York National Guard units.
