LATHAM- Chief Warrent Officer David Tiffany explains the function of the New York National Guard's Joint Incident Site Communications Capability system to a videographer for Albany Channel 6 during a press conference held Thursday, Jan. 8 at Division of Military and Naval Affairs headquarters. Tiffany and nine other New York Army National Guard Soldiers will deploy the system to Washington in support of the District of Columbia National Guard during the inaguration of Barack Obama as the 44th President of the United States. Members of the Capital Region media were given the opportunity to see how the high-tech communication system functions and ask questions of Tiffany and two other Guardsmen.
