LATHAM-- Major General Joseph Biehler,left, the new commander of the 42nd Infantry Division, accepts the division's colors from Major General Ray Shields, the adjutant general of New York, during change of command ceremonies held on Saturday, February 3, at New York National Guard headquarters in Latham, New York. Biehler replaces Major General Thomas Spencer as the commander of the multi-state division which is headquartered in Troy, New York.
