Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. NYS DMNA World Trade Center Benefits Program (WTC-BP)
The New York State Division of Military and Naval Affairs World Trade Center Benefits Program (WTC-BP) is a state funded program that was established to provide benefits to members of the New York State Organized Milita for physical harm or death resulting from their participation in World Trade Center rescue, recovery or cleanup efforts in the immediate aftermath of the September 11, 2001 terrorist attacks.
What We Do
The WTC-BP provides benefits to service members (or a personal representative of a deceased service member) who were activated on State Active Duty at the World Trade Center or the surrounding New York City (NYC) Exposure Zone between September 11, 2001, and September 12, 2002.
How Do I Get Started?
If you, or someone you know, might be eligible, you should register with the WTC-BP by filing an Application for World Trade Center Notice (DMNA 911-A). Registering preserves your right to file a claim in the future and waives no legal rights. You do not need to be sick to register.
Who Should Register?
Any member of the New York Organized Milita (organized militia: NY Army or Air National Guard, Naval Militia or NY Guard) that was activated on State Active Duty and participated in World Trade Center rescue, recovery or cleanup efforts in the immediate aftermath of the September 11, 2001, terrorist attacks at the World Trade Center or the surrounding New York City (NYC) Exposure Zone between September 11, 2001, and September 12, 2002.
