Getting Started
Please note, you are not required to have an attorney file your WTC-BP claim. You are free to consult with attorneys and you should make your own decision as to whether you wish to retain an attorney.
Follow the steps below to get started with the VCF.
Step 1: Check Your Eligibility
Claimants are strongly encouraged to utilize the WTC-BP Eligibility Tool before filing any documents. The WTC-BP has very specific criteria and the Eligibility Tool is the fastest way to see if you may be entitled to benefits.
Step 2: Register with the WTC-BP
Registering is not the same as filing a claim (see Step 3 below). Whether you are applying for a World Trade Center Performance of Duty Disability Pension or an Accidental Death Benefit, you must register before September 11, 2026.
You should register, even if you are not sick. Registration preserves your right to file a claim in the future, waives no legal rights, and does not obligate you to file a claim.
Are you filing a claim on your own behalf?
Are you an authorized representative filing on behalf of a service member?
- Please use our Application for World Trade Center Notice for Authorized Representatives (DMNA Form 9-11 A2).
Step 3: File Your Claim
If you meet the WTC-BP Eligibility Requirements and wish to file for benefits now, you must file either an Application for World Trade Center Accidental Disability Presumption (DMNA Form 911-B) or an Application for Conversion of a Performance of Duty Disability Pension to an Accidental Death Benefit (DMNA Form 911-D).
If you meet the WTC-BP Eligibility Requirements but are not ready file for benefits yet, you must still file an Application for World Trade Center Notice (DMNA Form 9-11 A or DMNA Form 9-11 A2) on or before September 11, 2026 to preserve your rights in the future.
