The NYARNG Environmental Compliance Office supports Commanders at every level through management of Environmental Programs, audits, training and written plans and policies. The Environmental Performance Assessment System (EPAS) is the Army environmental audit program and an external audit conducted by contract auditors. The EPAS audit protocols are the same for the Army as they are for the National Guard, and are used by each state in the conduct of their Internal Compliance Assessment System (ICAS). The EPAS evaluates the Army and National Guard for compliance with institutional environmental policies, federal, state and local environmental regulations and provides commanders at all levels a view of environmental compliance within their units. The National Guard Bureau (NGB) - Environmental Office has oversight and management of the NGB EPAS program and establishes the audit schedule for the states and territories that takes place every two to five years. Once an EPAS visit is scheduled for New York Army National Guard (NYARNG) it will be posted on the Organizational Inspection Program Master Calendar (OIP) that can be accessed via the NYARNG internet site at https://www.us.army.mil/suite/page/606782. The ICAS audit follows the same protocols of the EPAS, takes place every year on approximately 1/3 of NYARNG facilities and is conducted by the full time staff of the NYARNG environmental office. The ICAS provides a short-term audit program that ensures all facilities are inspected within a three year cycle. The NYARNG Environmental Office conducts training of its full time staff and traditional Guard Soldiers in accordance with environmental regulations and guidance as well as US Army policy.
