National Guard Bureau Chief Lt. Gen. Steven Blum speaks with New York Adjutant General Major Gen. Joseph Taluto during a visit to New York City on Sept. 17, 2007. Blum wears a New York Police Department baseball cap presented to him by members of the New National Guard’s Joint Task Force Empire Shield who are also members of the NYPD. Joint Task Force Empire Shield employs National Guard Soldiers and Airmen to enhance security at New York City airports, and train stations., along with power plants in upstate New York.
