NIAGARA FALLS-- Lt. General Stephen Blum, Deputy Commander of United States Northern Command and former Chief of the National Guard Bureau speaks to leaders of the New York Army and Air National Guard during a domestic operations conference at Niagara Falls Air Reserve Station.
The Guard leaders gathered with civilian leaders and emergency responders to learn the latest on responding to emergencies at home and homeland security operations.
