LATHAM--Newly promote New York Air National Guard Major Generals Thomas J. Owens II and Timothy J. LaBarge stand at attention as a two-star generals flag is unrolled during their promotion ceremony at the Division of Military and Naval Affairs Latham New York on June 1 2019. Owens is the Air National Guard Assistant to the Commander Air Force Global Strike Command at Barksdale Air Force Base Louisiana while LaBarge is the New York Assistant Adjutant General and New York Air National Guard Commander.
