LATHAM-- New York Army National Guard Col. Bradley Frank, the commander of the 27th Infantry Brigade Combat Team, receives the colors of the brigade from Major General Thomas Spencer the commander of the 42nd Infantry Division, during change of command ceremonies held at New York National Guard headquarters in Latham on Friday, July 7, 2023. Frank replaces Col. Sean Flynn who was promoted to brigadier general and will assume a position with NATO.
