Lapse in Appropriations The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Governor Honors National Guard Disaster Response

ALBANY-- Governor Andrew Cuomo presents a recognition award to a National Guard delegation during the Governor's Conference on Emergency Preparedness held at the Empire State Convention Center and The Egg on Monday, Oct. 28. The award commemorated the National Guard's service in responding to Hurricane Sandy in 2012 and Tropical Storms Lee and Irene in 2011. Receiving the honor were (from right) Lt. Col. Arthur Zegers, commander of the 102nd MP Battalion during it's response to Hurricane Sandy, Command Sgt. Major Thomas Ciampolillo, the Command Sgt. Major of the 102nd MP Battalion, 1st Sgt, Kevin Conklin from the 1108th Ordnance Company (Explosive Ordnance Disposal) and Major General Patrick Murphy, the Adjutant General of New York.
