LATHAM, NY- New York Army National Guard Brig. Gen. Raymond Shields (center), Director of Joint Staff for New York, briefs his Lousiana NAtional Guard counterpart, Brig Gen. Barry Keeling during a visit to the New York National Guard's Joint Operations Center on January 15. Keeling and other members of his staff were in New York for a visit to exchange information on best practices in dealing with disasters and other state emergencies.
