TROY--Brig. Gen. Raymond Shields the Director of Joint Staff for the New Yuork National Guard speaks during ceremonies marking the unveiling of a statue of Col. Albert Pawling a Revolutionary War leader and the first major of Troy N.Y. during a ceremony in Troy on Friday April 15. During the Revolution Pawling was the commander of Pawlings Levies a unit of state miliita men who manned forts on the New York frontier to protect the settlers against raids from the British and hostile Iroquoius tribes.
