STRATTON AIR NATIONAL GUARD BASE-- Col. Michele Kilgore, center, accepts the guidon of the 109th Airlift Wing from Major General Anthony German, the Adjutant General of New York and Commander of the New York Air National Guard, during change of command ceremonies on Sunday, Oct. 15, as Col.
