LATHAM--Retired Sergeant Major of the ArmyKenneth O. Preston speaks to New York Army National Guard noncommissioned officers during a NCO Professional Development Workshop held at Division of Military and Naval Affairs Headquarters in Latham, N.Y. on Sept. 21, 2018.
