LATHAM -- New York Army National Guard Major General Ray Shields is congratulated by New York Lt. Governor Kathy Hochul following a change of command ceremony at New York National Guard headquarters in Latham, N.Y. on Oct. 19, 2018. Shields took over as the 54th Adjutant General of New York from Major General Anthony German who is now serving at Air National Guard headquarters.
