Raymond Shields the Adjutant General of New York during a change of command ceremony at Niagara Falls Air Reserve Station N.Y. on Saturday, Nov. 17 2018. Taking command is symbolized by taking possession of the wing flag as Col. Robert Kilgore relinquishes command of the wing after four years.
