ROCHESTER--Soldiers assigned to the New York National Guard roll out a water-filled dam through flooded areas of the Port of Rochester May 20 2019. Gov. Andrew Cuomo activated the New York National Guard and Naval Militia after water levels in Lake Ontario started rising and causing flooding across areas of New York State.
