LATHAM-- New York Army National Guard Major Stephen Keblish is promoted from captain during a ceremony at New York National Guard Joint Forces Headquarters on April 6 2020 by Col. James Cahill the director of military personnel during a COVID-19 complaint ceremony. The ceremony was livestreamed for section members who were working from home and Cahill and Keblish followed the approved social distancing easures. Keblish a native of Herkimer N.Y. has served in the New York Army National Guard since 2004.
