LATHAM-- Major General Ray Shield, left, the adjutant general of New York, promotes Brig. Gen. Sean Flynn, the former commander of the 27th Infantry Brigade Combat Team, to his new one-star rank during a ceremony held on Friday, July 7 at New York National Guard headquarters in Latham. Flynn has been assigned to serve as the Deputy United States Military Representative to the North Atlantic Treaty Organization Military Committee.
