174th Airman recognized for heroism

HANCOCK FIELD AIR NATIONAL GUARD BASE--New York National Guard Lt. Col. Joshua Carter, an Oswego resident and a member of the 174th Attack Wing, is presented with the New York State Medal for Valor during an award ceremony at Hancock Field Air National Guard Base in Syracuse, NY, Nov. 8, 2023. Carter received the award for his life-saving actions while responding to a car accident last year. Maj. Gen. Raymond Shields, the adjutant general for the State of New York, and Maj. Gen. Denise Donnell, commander of the New York Air National Guard presented the award and delivered remarks during the ceremony.
