HARLEM--Retired New York Army National Guard Lt. Col. Daniel Harris, pins a silver bar onto 1st Lt. Delroy Walters, deputy officer-in-charge of operations contract support with the 42nd Infantry Division, New York Army National Guard, during promotion ceremonies at the 369th Harlem Regiment Armory, New York, N.Y. on March 28, 2025.
