LATHAM--New York Army National Guard Col. Diane Armbruster chief information officer presents Lt. Col. Paul Mulligan with the New York Conspicuous service medal during his permanent change of station farewell at New York National Guard Headquarters in Latham N.Y. on March 31 2025. Lt. Col. Mulligan will now be running signal support operations for the District of Columbia National Guard's Joint Force Headquarters in Washington D.C. Mulligan has served in the New York Army National Guard for 25 years and led the 101st Expeditionary Signal Battalion during a Middle East deployment.
