FORT HAMILTON--Lt. Col. Andrew Prior accepts the flag of Joint Task Force Empire Shield, the New York National Guard security force in New York City, from Brig. Gen. Isabel Smith, the director of joint staff, during a change-of-command ceremony held on May 22, 2025 at Fort Hamilton. Prior replaced Col. Jeffery Roth as commander of the 1000-member State Active Duty force which operates in New York City augmenting law enforcement.
