LATHAM-- Major General Ray Shields, the adjutant general of New York, presents a challenge coin to Army National Guard Central Issue Facility manager Codie Dowen on April 30, 2026 at New York National Guard headquarters in Latham. Dowen was recognized for work in ensuring the New York Army National Guaard did well in the Composite Army National Guard Safety Development and Assessment Program (CASDAP). This was a comprehensive, multi-year evaluation process designed to measure the effectiveness of state-level Army National Guard safety programs across 26 distinct elements.
