NEW YORK- New York Governor Kathy Hochul speaks to members of the New York National Guard's Joint Task Force Empire Shield on Dec. 18, 2024, during a trip through the New York subway system. On Dec. 17 the governor announced that she was going to add 250 troops to the task force, which assists law enforcement agencies in the city.
